Why would a school be allowed to become so awful?
Historically speaking, this area of the country had been ravaged by problems associated with racial in equality for decades before the book was published. In the early 1900's there was a series of race riots in the area of these schools. The presence of this level of racial tension provides a solid platform from which to realize the readiness of state officials to turn a "blind eye" to problems in schools that were attended by minority students, presumably in an effort to provide with excess funding for the wealthier schools.
